In order to transform Wollongong into Australia's First Smart Hi-Tech Eco-City a Least Cost Carbon Emissions Abatement Off-Set Credit Scheme needs to be incorporated into the Federal Government's Direct Action Plan.

The below action plan was compiled by Hi-Tech Consulting (HTC) and Sustainable Industries Development Institute (SIDI)

Returning Wollongong to an Eco-City

Project 1815-2015

Abstract

Modern governments and communities are increasingly pressurizing global corporations and businesses to reduce emiissions, to help lessen health risks and oppose climate change. In this report, HTC/SIDI suggests a number of development schemes which do not only reduce carbon emissions, but which are sustainable, in balance with coastal ecosystem(s) and which efficiently sequester carbon dioxide.

HTC/SIDI has establised a number of low cost abatement plans to do just that and which are in step with current government policies - its " energy- focussed international engagement."

HTC/SIDI has the necessary strategic plans concerning the upgrade of  Wollongong  Harbour with the aim of providing daily tourist sea ferry services between Sydney's CBD and Wollongong/Kiama. This particular project is also supported by an investment bank. Futhermore, HTC/SIDI has professional architectural plans in place to build a modern public terminus on site utilizing the federal governments reverse auction to fund the project, including tourist facilities with a fully integrated express bus services.

HTC/SIDI's other low cost abatement plans are, namely

A second opening at Lake Illawarra

Eco-City infrastructure(s)

Efficient industrial/municipal waste collection, remediation, recycling and managment schemes

Novel parkland planning

Re-establihment of Aboriginal traditions and eco-sites

Restoration of particular coastal wetlands, and

Sustainable eco-villages
